A cartoon octopus dressed as a soccer fan.

The ad opens with a close-up of a soccer ball with a star pattern, then transitions to a cartoon octopus wearing a 'Nederland' headband and face paint. The octopus is shown with various soccer-themed items like a foam finger, flag, and noisemaker, and then a large TV screen displays a cheering crowd. The pacing is quick and energetic, with cuts between the octopus and the TV screen.
